Programme Assistant


Blue Action Fund is a newly established foundation created by the German Federal Ministry for Economic Cooperation and Development (BMZ) and KfW Development Bank, and since joined by Sweden. By providing grants to non-governmental organisations working in developing countries, the Blue Action Fund seeks to enhance regional management and use of coastal and marine ecosystems to conserve marine biodiversity for future generations and to improve the lives of local people today. Blue Action Fund’s first grants will be disbursed in 2018, and it is intended to launch further calls for proposals by the end of the year. The Blue Action Fund is seeking a Programme Assistant to support the administration, monitoring and evaluation of projects as well as outreach activities and smooth operations of the programme and Berlin office.



This post offers the opportunity to gain experience in the administration and management of a young foundation while playing an integral role in the development of the grant programme. Based in Berlin, you will support Blue Action Fund’s Executive Director to manage the grant programme and the office operations. You will support the administration, monitoring and evaluation of an increasing portfolio of marine conservation projects in developing countries, clarify incoming questions from NGOs and support them with compliance and funding requirements. You will work closely with Blue Action Fund’s support partner the Nature Trusts Alliance and support outreach and, communication activities, including the organisation of meetings with external players, board meetings, workshops and conferences. You will dedicate part of your time to administrative and operational tasks to ensure smooth office operations.



  • Supporting administration, monitoring and evaluation of projects, including for instance scrutinizing compliance with procurement and Environmental and Social Impact Assessments requirements, considering funding advance requests, preparing disbursement requests etc.;
  • Supporting with reporting to funders, foundation authorities and public;
  • Supporting the review and scoping process of proposals;
  • Provide smaller hands-on research services to support the grant programme (e.g. selection of proposals or focus areas, on potential grantees);
  • Support activities to raise awareness about Blue Action Fund’s focus and funding requirements within relevant NGO communities;
  • Organization and management of meetings and events (Advisory board meetings, workshops, conferences etc.;
  • Set up and maintain a contact database;
  • Supporting the development of administrative and operational procedures for programme and office;
  • Prepare monthly expense reporting;
  • Responsible for overall day-to-day administration/management of the office.



All candidates for the position must provide evidence of the following:

  • Minimum of a Bachelor’s Degree, advanced degree preferred;
  • 2-5 years related experience in project management and coordination, including budget management and monitoring and evaluation;
  • Excellent written and oral language skills in English and at least good language skills in German.
  • Superior knowledge of working with Microsoft Office.

In addition, experience or knowledge in at least some of the following areas is desirable:

  • Conservation, especially marine/ocean conservation;
  • Development cooperation;
  • Fundraising / writing of funding proposals;
  • Organisation of events.



You are an energetic, self-starting individual who can express ideas and is able to work alone with little direction and within remote teams. You are detail-oriented and process-minded, but also flexible enough to enjoy working for an organization that will spend its first years continually evolving. You can come from the NGO, public administration or private sector, but you should have experience in project management and monitoring.

You are comfortable working in a small organization, and understand that this means every day is different. You are very well rounded, and have a passion for learning and doing new things. You are ambitious, creative, helpful, and have a good sense of humour. While experience within or understanding of the environmental sector is not essential, it would be beneficial.  You have written and spoken fluency in English and at least good in German. Ability to travel internationally once per year required.
